United Nations Secretary General Ban Ki-moon has said starvation is being used as a weapon of war in the Syrian conflict, and that all sides are committing unconscionable abuse.
Let me be clear, the use of starvation as a weapon of war is a war crime. All sides including Syrian government, which has the primary responsibility to protect Syrians, are committing this and other atrocious acts, prohibited under international humanitarian law. France, Britain and the US have requested an emergency meeting of the UN Security Council to demand the lifting of sieges of towns in which hundreds of thousands of people are trapped, and to allow aid deliveries.
联合国秘书长潘基文称在叙利亚冲突中饥饿被用作战争的武器，称各方都犯下这样的罪行。
我要明确说的是，使用饥饿作为战争武器是在犯战争罪，叙利亚政府有保护叙利亚人民的首要责任，但是包括叙利亚政府在内的各方都犯下此种罪行和其他暴行，而这都是国际人道主义法所禁止的。法国、英国和美国请求联合国安理会召开紧急会议，要求帮助被围困城镇解围并允许人道主义援助进入，这些城镇里有成千上万民众被困其中。
